Phase 1: brainstorming and advice
The regional management is always available for advice. In the first consultation phase, the regional management already informally checks whether the planned project complies with the general principles of LEADER funding or whether financing of the project is possibly also possible through other programs, if further partners must be involved or if the project idea be further developed in line with the LEADER approach.
Phase 2: Project profile
Several times a year, the LAG Rheinhessen office publishes a project call. The project profile can be submitted to the office of LAG Rheinhessen on the dates mentioned above. In advance, a talk should be held with the LEADER Regional Management about the project idea.
Phase 3: evaluation and selection
In a first step, the project outline will be checked for completeness and basic eligibility by the LAG office.

In a further step, the project selection procedure, the eligibility of the project is examined. This is done by the board of the LAG in a selection meeting according to a points procedure on the basis of selection criteria. Depending on the degree of goal achievement, up to 10 points can be awarded for each selection criterion (0 = no contribution to achieving the goal, 10 = complete contribution to achieving the goal).

· Integration into an overall measure or cooperation
· Cooperation with other LEADER regions
Only projects that score at least 55 points (threshold) can be funded. Premium funding is possible if the project makes a direct contribution to achieving at least three cross-sectional goals (see p. 2 Information on LEADER funding). In the case of public sponsors, it also applies that these projects have to be implemented via association community boundaries. For premium funding, 90 points must be achieved. Subsequently, a ranking of the submitted projects is formed and selected according to the available budget. In principle, the prioritization of projects is based on the score determined by the selection panel. The higher the score, the more priority the project will have.
Phase 4: Application for funding
After being selected by the LAG decision-making body, the formal application is made via the LAG to the Supervision and Services Directorate Trier by the project sponsor. Please note that a funding application under the positive selection decision of the LAG must always be submitted to the Authorization Office (ADD Trier) within 6 months and result in a non-timely (complete) application for the cancellation of the project-related positive selection decision and the reservation of the funding.
Phase 5: Implementation
